Killed my WiFi and Bluetooth on Surface Pro 4

When I opened the app and plugged the cable into my Surface Pro 4, the WiFi and Bluetooth stopped working on the Surface, and now the WiFi and Bluetooth no longer show up in settings, even after removing the cable and doing several reboots and shutdowns. It was working perfectly prior to plugging in the cable with the app opened. Now cant connect to wireless services and cannot pair any bluetooth devices, like my mouse. Looks like I will have to completely restore to factory defaults. I have deleted the app from my iPad Pro 12.9", and will never reinstall.
